Scientific Policy and Finance Committees
The Convention does not let the Council govern alone: it must establish a Scientific Policy Committee (scientific merit) and a Finance Committee (contributions, budget, procurement — including data-centre tenders). Other subordinate bodies require a two-thirds majority of Member States.
