The WLCG Memorandum of Understanding
The grid runs on a signed commitment. The MoU defines the programme of work, the distribution of duties and responsibilities between the parties, and — the operative part — the Computing Resource Levels each party offers to the LHC experiments. Its Annex 5 carries the terms of reference of every governing body. It is what makes a promise of CPU in another continent enforceable.
